Abstract

Regional Railways require a cautious design of infrastructure upgrades with a long-term perspective on costs and benefits. Graz University of Technology has developed a strategy to elaborate the long-term infrastructure, vehicle, and operational demand and justify every measure by its network-wide benefits. All measures are based upon a target timetable, which was developed from extensive demand investigation and sensitivity analyses. The design process is interdisciplinary and iterative, while the decision process is guided along milestones. The final result is a 25-year development concept from all fields of engineering grouped in functionally conclusive stages. With this concept, the target parameters of transport policy can be reached while reaching a ridership increase outperforming the service increase.
