Perspectives of Grid Access in Austria - Impacts on the Electricity Market

Following the EU-directive, which was enacted in December 1996 as a guideline for the internal market for electricity, all national governments have to create their own corresponding laws to adapt their electricity market to the new situation. Because the directive gives only common rules to complete the internal energy market all Member States can opt between different issues and fit them to their individual features. In Austria this is done with the new Energy Organization Law, which bestows the 15 main Austrian utilities the status of a single buyer and gives also distribution companies, following a specific market opening program, the chance to act as an eligible customer.
Several tasks during the Implementation of the new liberalized electricity market are studied
Balaccing and Clearing of Balance Groups
Power Quality of supply networks
Use of ripple controlsystems in the liberalised situation
Implementation of eco energy and small hydro power
changes in the tarif system
Economical Balancing of distribution grids

The consequences of the market opening and how much of the ¿energy trading potential" will be covered from foreign suppliers will depend on the reduction of the relatively high industrial electricity prices as well as on the magnitude of the transmission tariffs and the selected wheeling methodology.
